Where do I buy bulk Silver Blanks for Hand stamped Jewelry?
I am looking to buy Silver Blanks-discs/circles for Hand stamped Jewelry I am working on. I don't want to pay the price many people are asking because I feel like they must be out there for much cheaper! HELP!

I'm assuming you're asking because you don't have a resale certificate so you aren't able to buy wholesale, right? And I assume you're looking for sterling silver? If so, when you can't find a deal on eBay, I can recommend Monsterslayer highly. They have a sliding scale of volume discounts on their sterling silver blanks. I've provided a link to that page of their web site below. And they ship really fast, too! You also can try Metalliferous (see link below).
They have tons of silver (and other metal) blanks. Pasternak Findings has terrific prices on sterling silver round discs for stamping. However, they have a $100 minimum order. (See link below). Hope that helps!
